Course Overview:
Outlaw motorcycle gangs are more than clubs, patches, and personalities. Many operate as sophisticated criminal enterprises with defined leadership, criminal revenue streams, support networks, operational security, and relationships that can extend across jurisdictions and borders.
Most officers will only ever see pieces of that structure from the outside.
This course provides real-world undercover experience from someone who infiltrated a 1%er outlaw motorcycle club and spent years studying how the people, hierarchy, relationships, criminal activity, and broader enterprise functioned from the inside.
Students will examine how leadership and influence work, how criminal revenue is generated, how support clubs and associates expand the organization’s reach, how domestic and international networks connect, and how intelligence is developed, protected, and exploited inside these environments.
The course combines that firsthand perspective with tactics, tradecraft, and intelligence for identifying, investigating, and disrupting outlaw motorcycle gangs.

Instructor:
Matthew Hedger is a former U.S. intelligence officer with 17 years of service at the CIA and NSA and a subject-matter expert in covert finance, anti-money laundering, and transnational organized crime.Â
While spending more than a decade operating undercover inside transnational criminal networks, Matthew led sensitive operations across Asia, the Middle East, and Europe targeting narcotics, weapons, and money laundering operations.
His operational experience includes Mexican drug trafficking organizations, international money laundering networks, and achieving full-patch membership in a 1%er outlaw motorcycle club while operating undercover.
Today, Matthew advises law enforcement, government agencies, and global financial institutions on money laundering, organized crime, undercover operations, and emerging financial threats.
